Kirk Foster joined the corporate Legal Team of Huntington Ingalls Industries (HII) in June 2019, as the director of compliance for HII’s Technical Solutions Division (TSD) and senior counsel to the HII-Mission Driven Innovative Solutions (MDIS) business group in Fair Lakes, Virginia. He advises the President of HII-TSD on compliance matters and supports the various TSD compliance counsel and managers on legal and regulatory compliance issues and strategies, and he also supports the business operations for HII-MDIS. He also supports the TSD Chief Information Officer on cyber and technology matters.
Prior to joining HII, Kirk served a 28-year career with the U.S. Navy’s Judge Advocate General’s Corps, where he served in a variety of senior legal counsel positions including the Pentagon, various Navy and Joint commands, at-sea deployments, as well as deployments to Iraq and Pakistan.
Kirk is a licensed member of the bar of the Commonwealth of Pennsylvania and the Commonwealth of Virginia (corporate admission). He earned a bachelor’s degree in political science from the University of Pennsylvania, a law degree from Villanova University School of Law, and a master’s degree in environmental law from George Washington University School of Law. Kirk also supports various non-profit organizations, and serves as a volunteer official on the Board of Directors, Supervisory Committee, and Technology Committee of Navy Federal Credit Union.
