Presented by the Vancouver Anti-Corruption Institute and TRACE, this series brings together current and former government officials from several countries, international development bank personnel and private sector lawyers to provide an overview of anti-corruption investigations and enforcement for journalists. The series will remain publicly available following the scheduled sessions.
Independent International Anti-Corruption Expert
Pascale Hélène Dubois is an Independent International Anti-Corruption and Governance Expert, Professor, Board Member and Public Speaker who has been involved with anti-corruption efforts and governance for over two decades.
She retired from the World Bank Group (WBG) in 2020 where she was the Vice President of the Integrity Vice Presidency (INT), the WBG’s department which investigates fraud and corruption related to WBG-financed projects -- in addition to promoting corporate compliance and prevention. Ms. Dubois previously served as the World Bank’s first ever Chief Suspension and Debarment Officer, and prior to that she managed the groundbreaking Voluntary Disclosure Program in INT. She also worked as a development finance lawyer advising the Africa region of the WBG for seven years. Before joining the WBG, Ms. Dubois was in private practice as a corporate and finance lawyer in the USA and Belgium for 10 years.
Ms. Dubois has been an Adjunct Professor at Georgetown University Law Center since 2009, where she teaches a course on international anti-corruption law. She also frequently lectures at other institutions, including at the International Anti-Corruption Academy in Vienna, Austria, and the HEC Business School in Montreal, Canada.
In addition to being a founding member of the Vancouver Anti-Corruption Institute (VACI) Advisory Committee (which works in collaboration with the International Centre for Criminal Law Reform (ICCLR), Ms. Dubois is a member of the Board of Directors of the Coalition for Integrity (C4I), of the Board of Governors of the Washington Foreign Law Society, as well as a member of the Advisory Board to the International Bar Association’s Anti-Corruption Committee. She is also the Co-Rapporteur and a Member of the Steering Committee of the “White Paper on the Fight against Corruption” which will be published on the occasion of the French Branch of the International Law Association’s upcoming 150th anniversary. Lastly, Ms. Dubois serves on several high-level roundtables and task teams related to international anti-corruption and as an expert on two international investment dispute arbitrations (ICSID).
She previously served as the Co-Chair of both the International Bar Association’s Anti-Corruption Committee and the American Bar Association Section of International Law’s Anti-Corruption Committee.
Ms. Dubois received the 2016 Lifetime Achievement Award for Services to the Compliance Industry, Women in Compliance Awards and was named one of Ethisphere Magazine’s “100 Most Influential People in Business Ethics for 2007”.
Ms. Dubois received her Lic. Jur., cum laude, from the University of Ghent, Belgium, and her LL.M. from New York University. She is a Certified Fraud Examiner (CFE).

Lucinda Low's practice includes representing audit committees, boards of directors, and companies in internal, government, and international financial institution audits, investigations, and enforcement matters involving fraud, bribery, corruption, and other compliance issues. Lucinda is recognized by Chambers market commentators for her "incredible technical proficiency, spectacular advocacy skills, and cultural know-how." She has particular authority in matters involving the US Foreign Corrupt Practices Act (FCPA) and other anti-bribery and anti-corruption laws, and other international business compliance issues. According to Chambers, clients concur that Lucinda is "very impressive" and credit her with "an attention to detail that is second to none."
In the FCPA/anti-corruption realm, Lucinda helps clients develop and implement customized compliance programs tailored to their business risks that meet regulatory expectations, assists with due diligence in M&A and other transactions, provides risk-mitigation and risk assessment strategy, conducts internal investigations, and defends clients in government investigation and enforcement matters, including multijurisdictional investigations. She also has significant experience in investment disputes between foreign investors and host governments, and commercial arbitration, including serving as counsel, arbitrator, and an expert witness.
Lucinda serves as a member of the firm's Management Committee and heads the Compliance, Investigations, Trade and Enforcement Department. She also leads Steptoe's Brazil-specific initiative incorporating a focus on FCPA/anti-corruption compliance and enforcement work. Lucinda's FCPA/anti-corruption experience includes extensive work in Latin America, including Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, Guyana, Mexico, Nicaragua, Peru, Uruguay and Venezuela, as well as several Caribbean countries.
As a complement to her practice, Lucinda assists in the creation and supervision of the International Law Guides, a web-accessible compliance tool designed to provide corporate subscribers and their employees with detailed information on local anti-corruption laws around the globe.
Lucinda is the Chair of the Board of Directors of the Coalition for Integrity (formerly known as Transparency International – USA), and also a member of the Secretary of State’s Advisory Committee on International Law. She is a former president of the American Society of International Law and a former chair of the ABA Section of International Law. She was the 2003 recipient of the William Ray Vallance Award presented by the Inter-American Bar Foundation, presented to an individual who has made a significant contribution toward improving the law and jurisprudence of the Western Hemisphere.
Lucinda is fluent in Portuguese and Spanish, and has lived in Brazil on two separate occasions.
Chief Suspension and Debarment Officer
The World Bank
Jamieson Smith is the Chief Suspension and Debarment Officer for the World Bank. In this role, he reviews sanctions cases and determines whether to suspend the contracting eligibility of respondent firms and individuals. Mr. Smith has spoken on multilateral institutions’ approach to anti-corruption at various domestic and international conferences, including events in France, Côte d'Ivoire, Brazil, Italy, South Africa, Denmark, Singapore and the United Kingdom. Before coming to OSD in March 2010, Mr. Smith was an attorney in private practice, where he represented corporations and individuals in a wide variety of white collar criminal and regulatory matters, including alleged violations of the U.S. Foreign Corrupt Practices Act. He has conducted internal investigations in China, Egypt, Indonesia, Brazil, Croatia, Italy and Czechia, and also advised clients with respect to compliance and corporate governance issues. Mr. Smith also teaches a course on international anti-corruption efforts as an Adjunct Professor at Georgetown University Law Center. A native of Massachusetts, Mr. Smith received his A.B., cum laude, from Duke University, and his J.D., magna cum laude, from Duke University's School of Law, where he was a member of Law & Contemporary Problems. He also earned his M.A. in American Legal History from the University of Virginia.

GAVI, The Vaccine Alliance
Jelena Madir is the General Counsel of Gavi, the Vaccine Alliance. Before joining Gavi in 2019, she was a Chief Counsel at the European Bank for Reconstruction and Development (EBRD), where she served as the Secretary of EBRD's Enforcement Committee for nearly ten years. She is the author of the book titled Sanctions Regimes of Multilateral Development Banks: What Process is Due, which examines the type of due process rights and the level of transparency that should characterize sanctions regimes of multilateral development banks. Jelena also serves on the sanctions board of the Nordic Environment Finance Corporation (NEFCO).
